A 15 page paper. This paper explains how one city council approached a change program to adopt e-procurement and the actions they took to assure success. The paper includes a number of topics such as the driving forces for change, the council’s goalss, an analysis of the council’s planning process, the change implementation model using Kotter as an example, the tools used to structure and sequence the project, what the council did to reduce resistance, how they monitored progress, the actual outcomes of the e-procurement adoption, and an assessment of the process.
